上海通用汽车有限公司在1997年成立，1998年12月，第一辆国产别克新世纪轿车下线。替代别克新世纪的车型别克君威于2002年12月问世。随着中国加入wto，中国国内的家用汽车销量稳步上涨，到2003年凭借四百六十万辆的销量成为仅次于美国和日本的全球第三大汽车市场。而早年间进入市场的奥迪凭借a6这一先发优势大杀特杀，在此背景下众多品牌争先恐后的开办合资工厂，力求分得一杯羹。
而上海通用为了实现“更上一步”的目标，在2004年底发布了别克荣御（Royaum），该车面世之初被定义为行政级座驾，该车在国内有2.8升和3.6升两种排量共四款车型，官方零售价格为36.8万元至49.8万元。这款车型实际是澳大利亚霍顿第二代Caprice（WL）的换标车，早期以CKd的形式在上海通用工厂组装，由于荣御的销量十分惨淡从2006年4月开始停止了ckd生产并且改为原装车进口，贴上海通用品牌对外销售（根据中国规定，因为国产化率太低所以通过KD方式国产依然按照整车标准征税，因此两者在售价上相差无几）。

Buick Royaum
Shanghai GM was established in 1997, and in December 1998, the first domestic-Buick New Century sedan rolled off the production line. The replacement-Buick Regal, was introduced in December 2002. With China jointo the WTO, domestic family car sales rose steadily, and China became the world’s third largest car market at 4.6 million units in 2003, behind only the United States and Japan. By the advantage of the faster-mover, Audi got a "nice" sold rate with A6, and under this background, many brands are scrambling to set up joint venture factories and strive to get a piece in China market.
In order to achieve the goal of "going hihger", Shanghai GM released the Buick Royaum at the end of 2004, which was defined as an "executive class" , the car has four models in China with 2.8L and 3.6L engine and the price from 368,000 Yuan to 498,000 Yuan. This model is actually the second generation Holden Caprice (WL) , which was assembled in the form of CKD at the Shanghai GM factory in the early stage. But ,due to the poor sales rate, CKD production was stopped in April 2006, and began imported original Holden which sold under the brand of Shanghai GM ( Because the localization component rate is too low, according to Chinese regulations, the tax between import and CKD isn't so big difference, so the two are almost the same in price.)
